Dt: 22.11.2006 Dear Sir, Recent trends in vaccine development and research throw up the following disturbing facts which merit your kind attention and increased vigilance. 1. Establishment of a new bioterrorism unit, BARDA, in the US. -------- The US Govt is to give its official sanction to the Burr Bill, which suggests setting up of the Biomedical Advanced Research and Development Authority (BARDA). This agency will look after bioterrorism and experimental vaccine related research. This is an extremely worrying development as it will put vaccine research, development and delivery out of the scope of public, and perhaps, scientific investigation. This is over and above Bioshield Two (Biodefense and Pandemic Vaccine and Drug Development Act of 2005). This Act has already given a blank cheque to the drugs and vaccine industry and made them immune from public scrutiny and action. Considering past efforts at creating and testing various sorts of questionable vaccines, we feel this is a clear indication that vaccines will be used for purposes other than tackling naturally occuring diseases. Needless to say these vaccines will have an extremely detrimental effect on the subjects. There is a very high possibility that the experimental vaccines will infiltrate the usual vaccine batches. They may cause mass epidemics of deadly diseases in densely populated countries. The diseases may be explained away by the rumours that are already being floated by apex health organisations since the past few years. There is no dearth of unscrupulous elements who will easily agree to their employment in a mass scale in our country. We already know instances of unethical trial of vaccines on our soil dating back to the 90s apart from more recent ones. Recent health policy decisions have made our country a safe haven for unethical drug and vaccine manufacturers. 2. Use of Freund's Complete Advujant, "Squalene" in MF59. ---- As we all know that the Freund's Complete Adjuvant, squalene, is used in animal experiments to irreversibly break down the immune system in laboratory animals. The result is so devastating and cruel that animal rights activists have objected to its use. And now we have reliable information that this oil based adjuvant is a component of many vaccines under development. MF59 has ostensibly already found a place in a flu vaccine produced in Italy. That it is a part of the AIDS vaccine development and trials is well known. Squalene, as a part of the anthrax vaccine, has brought untold and unbearable misery on American troops that is currently known as the Gulf War Syndrome. As per a very conservative estimate the health of 20,000 American soldiers have been irreversibly destroyed. The number of deaths is a state secret. 3. Trials of genetic plant based vaccines. -------------------- Such trials have already been carried out on foreign soil with devastating results. There is a suspicion that our countrymen could also be involved in such trials, in the form of drops given to 18 day old infants. The medical community should know better and much more than can be expressed by a layman and should take proper steps to locate and weed out such trials on our innocent children. 4. Birth hormone in HPV vaccine. ----------- The HPV vaccine is being targetted at young girls and ladies of the reproductive age. Strangely it is also being recommended for boys and men too. We are highly suspicious of this vaccine and fear that certain batches of this vaccine sent to overpopulated countries will contain a birth hormone which will develop hormonal antibodies in humans and lead to both fertility as well as pregnancy problems. We would request your goodself to be extremely vigilant keeping in view the above developments. We would also request you to kindly acknowledge and act upon this mail, the seriousness of which need not be overemphasised. We can no longer depend on false biased assurances and education of outside agencies and should employ our own capabilities to counter such threats. Richard Burr, R-N.C., that would establish a new federal agency to combat bioterrorism - the Biomedical Advanced Research and Development Authority.Senate Minority Leader Harry Reid of Nevada, who will be the majority leader come January, has said he would like to see bioterrorism and pandemic flu-related legislation taken up before Congress adjourns for the year.Burr's bill, commonly referred to as BARDA, would create a new position within the Department of Health and Human Services that would be solely responsible for the oversight of vaccine production.This individual, who would require Senate confirmation, would administer a billion-dollar fund for the next two years that would aid the development of vaccines.Bob Kadlec, a bio-defense and public-health consultant, used to work for Burr. He said that Hurricane Katrina demonstrated the need to have one person in charge, and though the bill has many components, this is perhaps the most critical."This was something that (has been) left in flux," Kadlec said. "It's important to have one identifiable person in charge."Brad Smith, a senior associate at the Center for BioSecurity at the University of Pittsburgh Medical Center, has followed the bill closely since Burr introduced it in 2005. He said that it would deal with the concerns of pharmaceutical-industry officials, who have complained that they did not have "a strong partnership" with the federal government as industry was developing vaccines.But Michael Greenberger, director of the Center for Health and Homeland Security at the University of Maryland, said that it's a bad idea to pass the bioterrorism bill now."It would be a mistake to pass this now in a lame-duck Congress. It would be the wrong approach. It needs a more thorough review," he said.Passing the bill now is "like putting a Band-Aid on a mortal wound," said Greenberger, who recommended fixing existing pieces of legislation before trying to create something new.BARDA has already passed the House of Representatives, by a voice vote before the October recess. The Senate version is attached to a pandemic-flu bill - also promoted by Burr - that needs to be reauthorized before Congress adjourns for the year.It's not clear whether the House would take up the new version of the legislation, if it passes the Senate. The House is expected to take a recess on Wednesday and return in early December.There's little motivation for many House Republicans to stick around for anything other than necessary appropriations bills - particularly those who lost in midterm elections.Smith said that if the bioterrorism bill is not taken up this year, he expects it to be one of the first items discussed when Democrats take over in January."All along this has been a bipartisan issue," he said.
