This is the paragraph. There are no exceptions listed for religious beliefs, health problems, etc. The Secretary can decide when a threat exists and which group or groups are threatened and will be vaccinated. In the next paragraph, the Secretary gets to decide how long the threat lasts. In another part of this very long bill, there is information about quarantine. If a person refuses to take the vaccination, he or she can be placed in quarantine. It is not spelled out what rights and freedoms, if any, the person will have while in quarantine. How many remember the Swine Flu vaccinations in the 1970s and the problems? This is a very bad piece of legislation which is filled with goodies for all types of moneyed special interests. It tramples on the Bill of Rights. It will not make us any safer. We not only will have to fear foreign terrorists but our own government. The sad thing is that there were enough security measures in place to prevent 9-11. Please do some research on the Internet about all the countries that warned the U.S. prior to 9-11. Also on the FBI agents who tried to warn higher-ups but were ignored or instructed to forget it. The local FBI office in Minnesota is a prime example. It wanted to seize the computer of one of the terrorists because of various red flags. Attorney General Ashcroft denied the office permission to do this. Also check out the info about high ranking members of the CIA making money off 9-11. We have a government that wants to ignore red flags pertaining to real terrorists while being given the right to trample on the rights and freedoms of law-abiding citizens. I know this information is going to be very difficult for some people to face. But at least do a little digging and consider it. If you think that no one in our government could possibly be this cynical, conscienceless, or devious, please take a look at something called I believe Operation Northwoods in the 1960s. Members of the U.S government were proposing (among other things) that Americans be killed and the murders blamed on Cuba as an excuse for declaring war on Cuba and invading that country. Fortunately for both Americans and Cubans, this one was never carried out. But the fact that it was even considered tells us that not everyone in government has a conscience, basic humanity, or balance. The output goal of this example clinic model would be the administration of vaccine to 1 million persons over 10 days. The model could be expanded or contracted, as needed, to address changes in vaccination administration goals for different population areas. The example staffing estimates were arrived at by: 1) review of previous large-scale-clinic models and publications, 2) considerations of requirements for administering an IND vaccine, and 3) computer modeling for clinic flow and output estimates with different example staff numbers. Parameters of low and high completion times for specific activities within the clinic were estimated within the model. The time requirement for these activities may differ depending upon the overall demands placed on the vaccine clinic delivery system and could require adjustment of staffing estimates. State and local planners should evaluate these activity time estimates and consider what staffing or flow adaptations may be needed to accommodate increases or decreases in activity time requirements. The computer modeling of the example clinic to determine staffing needs utilized the following parameters: 97% of people presenting to clinic will be processed through the normal clinic flow 1% will have some illness that will require evaluation before processing through clinic 2% will be identified as a contact or possible contact to smallpox and will be processed through the separate " Contact Evaluation " unit 20% of people coming through the clinic will require medical counseling in addition to the orientation video Medical counseling/questions will require 5 to 15 minutes (some individuals will require >15 minutes and others will require <5 minutes) Physician would be available to handle more difficult medical screening to keep clinic flowing 50% of persons getting additional medical counseling (i.e., the 20% above) will be vaccinated, and 50% will defer vaccination because of contraindications or other reasons Distributing IND packets and providing initial instructions would take between 30 seconds and 2 minutes Video orientations will be done approximately every 30 minutes in 5 orientation rooms that hold 75 people per room It will take 2 to 3 minutes for individuals to fill out the medical history screening forms Vaccination and completing vaccination cards would require between 0.5 and 2 minutes Stan Quote Link to comment Share on other sites More sharing options...

He can override the best plans of the CDC. He and he alone has the power and the ultimate say. The vaccination provisisons of the Homeland Security Bill can be rewritten so it spells out exceptions and gives Americans broad choice in refusing the vaccinations. It won't be enough just to say that people can be exempted based on a doctor's sayso. If I had listened to what doctors say, been in a position where I had to do what they say, I probably would be dead by now. Any bill which does not grant choice to Americans - regardless of what a member of the health establishment says is safe - is a bill that is going to result in a lot of unncessary pain, suffering, and death. Furthermore, the bill needs to be rewritten to spell out exactly what rights and freedoms people in quarantine will have and how quarantine will be handled. For example, if someone refuses the shots based on health problems, it's not going to be very humane to hold the person along with many others in a football stadium. This probably will make the person sicker. The giveaway to Eli Lilly needs to be dropped entirely. This was orginally a 32 page bill, and by the time all the pork was put in, the bill now runs to about 500 pages. These are provisions that have nothing to do with defending the nation against terrorists or safeguarding the nation's health. They are pork, pure and simple. And the most selfish kind of pork.
