In those countries, education is free so thee is an overabundance of MD's, who like the short acupuncture courses and practice with little or no training. PT's as well in many countries. England and Netherlands are exceptions with changing laws and free healthcare for MD's with minimal training in acupuncture. Why should they PAY for a fully trained practitioner. Also, because the MD's in those countries have found it is cheaper to treat chronic disease with CAM, especially if you don't have to pay for an education in it. As with any generality, there are exceptions and ethical practitioners who get well trained. While doing post grad training in Nanjing, one of my dormitory mates was a German MD OB/GYN taking the full 5 year program in Chinese. He now practices in Austria and edits a journal.
