Hi,

I'm a VERY new list member (joined last night) but it was only a few weeks

ago that I was researching this to help someone on another list.

 

This is NOT regulated by the FDA. Here are some web pages for reference:

So ... maybe it's regulated by your state health department. I live in Texas

and there are no licensing regulations for cosmetics manufacture here. The

person I talked to in our state health department's licensing division said

that if a complaint were filed, the health department reserves the right to

inspect your facility for cleanliness but it's ok for the facility to be a

home kitchen. The other list member was also going to check with her county

health and city health departments because she lives in a very populated

area. My county has no such regs and I'm outside city limits.

 

BTW ... this has no bearing on how you must label your products.
