The same Pharmecutical industry that we all know and love so well has on several occasions blocked funding for the set up of such an infrastructure in the third world. In the beginning it would require a healthy start up funding. The IMF/WB and the US Aid etc have consistently refused such funding. It takes a government that cares enough to do something a bit more complicated and consistant than just spraying fly overs in planes... Lacking in most countries and especially in the third world. AND In several third world nations where I have worked the governments use the flashy (obvious and very visible) mass spraying as a propaganda tool. In most cases they do not follow any safeguards but seem to just spray everything and everywhere. As for the word Genocide as defined by UN conventions it includes denying medicines or help resulting in a significant number of deaths within a population base. Deaths from Malaria are pandemic in the developing nations.
