As you know, ADAP, funded under Title II of the Ryan White CARE Act, provides access to treatment for low-income people living with HIV/AIDS who are uninsured or lack adequate prescription drug coverage. It is the final safety net for Americans who have no other means of accessing HIV medications, and a lifeline for approximately 90,000 clients every month. Many state ADAP programs, however, are facing financial difficulties and are unable to meet the needs of those who depend on the program. According to the National Alliance of States and Territorial AIDS Directors (NASTAD), as of January 2004, 15 states have implemented restrictions to treatment access, including waiting lists of nearly 800 people in ten states. Eleven more states are anticipating new or additional restrictions this year. Meanwhile, the number of people depending on ADAP continues to grow. The Bush Administration has strongly encouraged all Americans to learn their HIV status, and by implementing policies such as the approval and dissemination of the rapid HIV test, the numbers of people being tested are growing. Many of these new HIV cases are people who are disproportionately uninsured and low-income and need safety net programs such as ADAP to access treatment that will keep them healthy and productive. Congress has approved a $35 million increase for ADAP for FY 2004 in the Omnibus Appropriations Bill. While this increase is appreciated, it falls well short of the $215 million increase identified by treatment experts as needed to alleviate the current ADAP crisis. Therefore, I urge you to also support the remaining $180 million. In addition I urge you to support the highest funding possible for the entire Ryan White Care Act and other vital HIV/AIDS programs in the next appropriations process. Guest guest Posted February 29, 2004 Report Share Posted February 29, 2004 Hi Shelley, This is funded already by the government but they want to and have cut the program in some states to the bone and have added waiting lists that are ridiculous. In Greg's letter you will see that there are some states that are in serious trouble and could lose the funding or have it made so difficult to get it that it would be too late for a lot of people. Could someone wait for cancer treatment for two years if they were put on a waiting list. AIDS is devastating and the is no cure for it right now, just like cancer. But there are innovative treatments and new medications being made available all the time. Is it right to deny these life saving drugs that may save or give someone a quality of life that is bearable. Or, should they just throw up their hands and say " Well, I'm going to eventually die anyway so I may as well die earlier save the government some money. " Why, when we spend billions to send a space shuttle into space to find out there are rocks on the moon is it too much to ask for funding for a program that will save lives. Greg would be dead now if it hadn't been for this funding. This disease is sometimes so devastating that health does not allow the person to hold down a job that provides medical insurance. What do they do......... I know that there are people who need replacement organs that wait for years and sometimes don't last long enough to receive one but this is because of the unavailability or unsuitability of the organs. Do we see someone die when the medications are readily available. Or do only those who can afford what it costs get the thumbs up because they are able to pay the $20,000 a month it costs. I know I am rambling on but I AM NOT willing to see my son die so someone can sit on their butts in Washington and argue whether his life is worth anything or wait for years for them to wade through their bureaucratic bull sh*t<sh@t>. All the while, people are dying. This disease is not just in the gay community. It covers every walk of life and every corner of the USA. It is amazing the amount of research that has been done and the medical treatments that have been developed in the last ten years since AZT was the only option and if that didn't work then you just made out your will and waited to die. I don't want to wait and see anyone die unnecessarily. This is a mother's impassioned plea. Print out the form letter and sign it, put it in the mail. Print out copies and give them to others to sign. You just never know when the life you will be saving is one of your own. Love to you all.
