I wonder: 1) How " great " is measured, and 2) IF " great " is measured in years, or other success indication the " civilization " lasts and functions well with its rules and health of it's citizenry, and fairness, etc. I think: HOW ABOUT THE " GREAT " Indigenous societies (e.g. 6 Nations, (Eastern U.S.) or Tlingit/Haida/), doing MUCH more than " surviving " since " time immemorial " as fully functioning societies with elaborate and basically fair " systems " with great respect for each of their generations, and where elders are respected greatly. Our ethno-centric European based " greats " forget there are/were " other " systems which worked for THOUSANDS of years. Get over the " short-sightedness " of 200 year ego-ethno-centricism, the greater/than lesser/than comparisons. They fail. Justa 'nother viewpoint!
