Taxing soda has nothing to do with any attempts to regulate consumption for health reasons anymore than speed limits are for safety. Think about it. If speed limits were really for the purpose of protecting citizens, then why not mandate that all cars cannot go beyond a speed limit by making it impossible to exceed whatever magic number the government wants? Because people are people; and, being people, they want to go faster than the posted speed limits. Cars can go faster than posted speed limits so that those who do violate them can provide revenue for the local and state governments. Soda is something that some people will drink no matter what you tell them. Therefore, the real hope of the government is that the tax will provide a source of revenue.
