Both are great, however, I make my own inhaler by adding 5ml small sea salt rocks and 3 to 6 drops of oil to a 10 ml bottle with dropper (to avoid inhaling any loose rocks). Shake well, slowly inhale, holding the bottle several inches from your nose and eyes. For blocked sinuses try tea tree, eucalyptus and peppermint. Combine different oils for different effects. These " smelling salts " can be tailored to your individual needs. I hope this helps. If you are selling it as a remedy for sinus issues ... you have a LOT of paperwork and requirements to fill and are looking for trouble. If you're just selling it as smelly stuff in a bottle, like any EO blend (or perfume, etc ..) that isn't making a claim I don't see you having a problem ... It is all in the presentation and promotion. If you stay away from giving it a medicinal value or a claim of it doing anything, you stay away from a world of regulation.
