Are Russian Essential Oils Bad to use?

I cannot remember WHERE I read this, but recently I read an article that

stated that essential oils from Russia are often plants grown in bad soil

and also radiation is still found there, thus making them inferior.

 

ALSO in this article, French essential oils were considered risky. The

article stated that many Russian plants are sent to France for the perfume

industries and distilled there, then labeled that the EO is from Frace.

 

Does anyone have any information to validate or rebut this claim?
