Many places where plants are grown are very remote and poor and governments corrupt. Land might also be to the standards of certified organic but the farmer can not afford to have the certification and perhaps on the same land the same plant materials are certified. Many different scenarios exist that complicate this issue. In some places certification means nothing. In some places non certified may be truly the highest quality. It makes sense when you realize that this is a global business and standards and practices and policies and corruption vary. Actually their are also problems and controversy with certifications meaning little in many places that are not remote or poor at all.
