Sounds like it if the bumps contain pus. It doesn't look like the silvery, scaly psoriasis that is normally seen. This kind only appears on the hands and feet (usually the palms and soles, I think!) and is a lot like you describe. You can google it and probably find pictures for it to see if it looks what you are describing. If it's clear fluid, then it sounds like whitlow and that's caused by a viral infection.
