Here the state out-sourced the tracking to a company called CE BROKER. Tracking is done all electronically. There is no longer any need for random checking. The " system " knows whose been nice and whose been naughty. I suspect that most states have similar requirements - more or less. Richard In a message dated 10/13/09 11:46:27 A.M.
