Stainless steel is relatively inert chemically, but it does react. Double boilers are certainly what you want to use if you are paying any kind of high price for tonics. Oh, and as far as the facts for stainless steel, you can look its reactivity up. But if I were you, I wouldn't take the chance. The cover of the jar is loosely closed, so there is pressure, but also some steam is released. You boil the herbs for an hour, pour the water off, and boil again. That's what my bukinkan teacher taught me.
