Although I have not confirmed this, I believe I have read that a licensed pharmacist's presecription may also be reimbursed. Regardless, Kampo formulas are routinely available OTC, and there are companies that have forgone health insurance reimbursement by refusing the formula standardization imposed by GMP, which they hold as qualitatively insufficient.
