It will eventually even allow herbs such as fu zi to be professionally presribed ,which at the moment are classed as illegal poisons. There is a separate category of registration for herb dispensers /shops etc and thus they can only accept scripts from registered practitioners .I think only the food type herbs are allowed to be sold over the counter eg shan yao ,lian zi etc Once it is in operation in Victoria ,other states I expect will follow the same process and then New Zealand . I am curios as to why eg California hasn't pushed for this type of controll. I think that part of the deal is also that herbal medicines arose from the hippy/natural lifestyle of organic cooperatives, etc. There is a tendency to see government regulations as conspiracies to control the people and otherwise enslave them by the powers that be, ala AMA, and so on.
