Banned herbs--More on insurance companies etc

Why in the world is huo ma ren banned? And does an insurance company have the

right to require me, a practitioner in NYC, to not use those herbs? I imagine

they can require whatever they want. I may withdraw my application, as I use

those herbs (shi chang pu and huo ma ren) often and the insurnace company

requires that " the following substances may not be distributed or kept in the

office of a ______ participating practitioner. "

 

Just wondering what y'all thought.
