Guest guest
The action of Xue Fu is systemic, however, it is biased to the upper body as its original intent was to remove BS from the 'palace of Blood', the chest. It certainly works well for BS affecting the head, and I find that it is quite well balanced and so rarely requires modification to increase its targeting (other than say minor changes in dose, like more niu xi to point it to the lower body). However, if there is some dominant thermal tendency it can be tweeked a little. With some heat, you could introduce a cooling element like dan shen or yu jin (also good for upper body BS).
