Why not look to China? I would agree that there is no absolute description

of " better trained, " yet Chinese experience has yielded a knowledge base that

is reflected in their training programs at each level of expertise they have

identified and labelled with a degree title and a set of entry criteria. The

fact that any comparison would be imperfect does not cancel-out the value

of examining the difference between Chinese, or Japanese, training and our

own. This would also be useful because there is a relationship between

those degrees and the types of work, and place of work. Thus, the

knowledge base required of a Chinese doctoral candidate, for example,

indicates a consensual idea of what someone must know to be a teacher or

clinical leader. While it may be true that parts of the Chinese progams are

like pre-med in that they screens for intellectual endurance or study skills

rather than contributing directly to clinical efficacy, the Chinese

assessments come from such greater experience in TCM education and

administration that it is hard to imagine that they would not be informative.

 

While I would also agree that individual " practice audits " as a means of

determining efficacy are highly problematic, there are useful indirect

measures that work at scale. For example, three and five year survival

rates are a reasonable description of how well training fits the practice

environment. This approach will certainly mislabel someone who was quite

good clinically but poor at self-promotion. However, at scale, post-graduate

survival rates would be a very useful indication of training quality.
