Maybe Sharon Weizenbaum or tayfx or any other person whom can do the above. The authors, Dong Xiang Hui and Dai Ru Wei submitted the paper to John Holland and he forwarded it to me. I got in touch with the authors and have met with them several times. So basically, the translation you're looking for will be out shortly.
