customs problems with powder herbs?

I had a lady travel to India... now that I think about it, two patients

have traveled to India with my herbs in powdered extract form.

 

I provided them with a list of ingredients to provide customs and I

neither had any problems getting in or out of the USA.

Dear List,

 

I have to send a three month supply of powder herbs to a patient who is traveling in India. A friend of hers is joining her next week, and I have prepared a package to go with her.

 

I was wondering if anybody had experienced problems with powder formulas and security, or with customs, I believe she has a layover in France...

 

I included a letter describing the preparation of the herbs, a list of the constituents, and I checked CITES just to make sure nothing was endangered, but then I realized somebody sitting in customs looking at a freeze-dried powder in this day and age is probably going to be thinking about anthrax and other goodies. Is there anything else I can do to ease this process and insure that they don't get confiscated, and/or end up being a problem for the woman who is carrying them?
