I agree with this statement with an exception. I think that authority for clinical practice mandates clinical experience. It appears as though Wiseman suggests mere linguistic skills as the basis for authority. The field of TCM publishing is already populated with individuals who can translate but because of such emphasis, they have little clinical experience which is the most fundamental component of clinical authority and thus the teaching of such skills. The competencies of clinical interaction and case management are at once universal and culturally distinguished, in either regard such phenomena are solely the province of the seasoned practitioner regardless of literature access.
