This would certainly wake it, but only to die. As is, all C.O.M.P. asserts is that writers should tell their readers the sources and standards for what they have to say. Thus, there is no basis within C.O.M.P. for making other recommendations and to do so would discourage future participants. I think creating a list as a basis for a literature review, or cooperating to fund a seminar on producing E-books, are the type of activity that many, many scholarly associations sponsor and could make the organization more lively.
