Our regulatory body, being administrators and not pracitioners, have taken the stance that they will use our literature and curriculums to help determine what is within our scope, since we have a braod definiition here of " adjunct " therapies. When we asked the quesiton about injection therapy, they asked us to prove that it is in our literature. We provided sections of FLP's Acupuncture and Moxibustion and O'Connor and Bensky's Acupuncture: A Comprehensive Text along with syllabi and classnotes developed in our NM campuses to document that the technique should be part of our scope. So to answer your question about who controls - in this case, ultimately publishers, and secondarily the educators who depend on them. (Doesn't that fit nicely into the last months conversation) However, I would also say that as a Licensed Ac in the state, our profession also had input into this decision. Going forward, as more rules are clarified, they will be clarified with the input of our professional organization as well. Just to let you know, having the fortune of being a student of Bob Flaws, had there been a Wiseman-based source for injection therapy - I would certainly have forwarded that along. :-) But here's the real answer to your questions: to be completely honest, political expediency had something to do with how this all happened. In other words, we could provide textbooks that taught the technique, and show developed course syllabi, but had we been able to produce written material about the use of Procaine among acupuncturists as being a widespread and accepted technique - would we have been able to get that past our legislators? I doubt it. As it stands, having point stimulation as the basis of defiing injection therapy was what made it possible for us to get it in our scope. Not having herbal injectables available was politically expedient in opening the door for us. Mind you, I'm reporting here, not agreeing with any premise.
