That seems to be the major hurdle. I've heard rumors that policy is under review and may be changing. These things don't change quickly, though, and definitely not without a lot of pushing. To enable to CM community to take charge of research along the lines that are relevant to its own concerns, momentum and resources are needed before we can expect funding, private or otherwise. I feel the first step is for the CM profession to really think through what it needs research-wise, develop at least the theoretical protocols, and try to get something started, while articulating concerns to relevant authorities. What is apparent is that this can't all be delegated to the biomedical community - what can they expect to know about 'Yi Bing Zheng Zhen Duan Liao Xiao Biao Sun', for example?
