After a vasectomy, the man still ejaculates semen - it just doesn't contain sperm any longer. The vasectomy cuts the vas deferans between the testes (where sperm is formed) and the ampulla/ejaculatory duct. The path from the seminal vesicle (where the semen comes from) is unobstructed.
