Yes, Sheng Chang checks, but the limit is most of the time 100ppm for the sum of the heavy metals. This means, they do not differentiate them. The limit for mercury lies in most countries at around 0.1ppm. Thus 100ppm (or even 20ppm, which sometimes is done) simply does not cut it. Even for lead, a sensible limit is 10ppm.
