Having a rash due to irritation from one time exposure that lasts for 2 weeks is unusual. Of course, medications that one continues to take can cause continued rashes. From the looks of the photos I would GUESS .. it looks a bit like Chilblains .. and that could reoccur as long as the hands continue to be exposed to cold temperatures. Another possibility .. is Raynaud's Syndrome .. which is cause by a dip in temperature or a rise in stress levels. Nobody knows why it occurs .. but in the primary stages almost all cases are females under age 30. This is not a serious problem but it can be a pain .. there are many ways to relieve the problems IF that is the problem. I have had Chilblains .. few soldiers avoid them during a career .. and I've seen photos of hands of folks who were affected by Raynaud's Syndrome. My advise would be to use NO Essential Oils .. see a different dermatologist.
