I think you are referring to a " coalition " gummit. Except for Cuba, North Korea, China, and a few of the Arabic and African countries .. I think every gummit in the world has one of them. And .. in the USA we have some liberal Republicans and some conservative Democrats. Generally, parties have to come up with a charter that is supported by the majority of their members .. but for sure all will not support the entire charter. We saw this in the nomination of our latest Supreme Court Justice .. one of the most Liberal Democrats supported him against fellow Liberals. When there are many parties in the race we almost always find the winning party to be a minority. Here in Turkey they had something like forty parties in the last race .. gotta get at least 10% of the popular vote to get a seat in the Parliament. The party that won the most votes is the majority minority. They won less than 35% of the popular vote. ;-) Coalition gummits have a negative side .. I was a political analysis for many years and I am still interested in it though its not official now. When a minority gummit must depend on a coalition we find a lot of prostitution. The party in power needs support to push a bill so they promise all kinds of goodies to the little splinter parties in order to get their support .. and in many, many cases the things they promise do nothing for the country or the people .. they assist the party that will give the support. I personally prefer the American system over the Parliamentary type systems .. reason is .. we get a chance every two years to tell individual senators they can continue to work .. or go find honest employment .. and we can tell the representatives that every four years. I also think we have more party line crossing in our system .. if that were not the case then the one who wins this or that election could pretty much be forecast in advance (with a margin of error for the fence sitters) based on the number of registered party members. When politicians politick they ain't talking to the folks who are hard core party members .. they are talking to those that are fence sitters and who will vote for the person they think will do a better job .. party is not an issue. I think that regardless of the form of gummit or the makeup of a gummit .. if its democratic then political bias will be present because we are human critters. Its rare in any gummit to have representatives that don't vote their hearts and/or the whims of their constituents.
