infusing herbs - oil or water?

Hello -

 

I'm new here, with a question. I like to use herbs for skin care in salves,

lotions, etc. My question is, how do you know what method is best to use

for herbal extractions? For example, you would infuse calendula in oil, but

other herbs may best infused in water. How do you know which method is best

for a given herb? Is there a book which would have this information?
