Red Mandarine has been used in a lot of nursing homes - among other things they use it for 'sundowning' with Altzheimers patients. I would look at that, or sweet orange or blood orange, or Bergamot...the 'gentler' citrus oils...not the energizing ones. Neroli, to a lesser degree, petitgrain are good for anxiety, and gentle enough for the elderly...these are what come to mind first.
