How to make an ingredient oil soluble?

Can anyone on this wonderful list tell/share the process of making an

ingredient oil soluble? For example - I can purchase water soluble or oil

soluble Titanium Dioxide. They have done something to the TD to make it

soluble in oil - what? Any help would be extremely appreciated!
