pure essential oil definition - 50% dilution allowed?

I visited a mint distillery over the weekend and was told by the distillers

that they are allowed by law (I don't know what law... guess I was too shocked

to ask) to dilute their essential oil by as much as 50% and still label it

as " Pure. " I asked what they are allowed to dilute it with and they really

didn't know, claiming that they don't dilute their oil " like everyone else

does. "

 

Is this common knowledge by everyone but me that the definition of Pure in

the essential oil world means to expect a 50% dilution with something?
