Large scale Essential oil lotions advice

I was hoping someone could help me out. I find it hard to calculate

larger additions of essential oils to products. I know that essential

oils are all different and some need to be used lightly. Can anyone

give me an approx idea of how much eo's could be added to say 4 litres

of lotion, creams etc? I am talking about the safer oils like lavender,

tea tree, etc etc. And then also say some that should be used lighter

like peppermint, citrus etc. Any help would be appreciated, thanks
