It sounds like the beginning blistering of eczema caused by a food allergy. Have you recently changed your eating habits and now eat more of a certain food that maybe in the past you only ate occasionally? Food allergies can develop at anytime, just like any other allergy. Or they can stay - subclinical (show no signs of being a problem) if the offending food is eaten in small quantities infrequently. Unless you can do an elimination diet (don't eat certain common allergens for 4 weeks or so then gradually add one back in at a time) or get a blood test to find out what foods you are allergic to, you may never know what is causing the itchy rash. Common allergens are Milk, eggs, wheat, corn, soy and nuts others. Good luck. You probably don't have an infection yet but it could happen. My husband uses a lot of lotions as once the blisters break open, the skin on those fingers gets very dry. I have it on my hands and I don't know about yours but mine starts out in small patches and before it has run its course, my whole hand has broken out. Very painful when the blisters break. I have been to dermatologist, one after another, and they can not tell me what to do for it other than to put lotion on it and not let your hands get dried out. I think every case is different. Where yours seems to break out in the summer, mine will break out anytime and usually is caused by stress. My break-outs last for a long time, sometimes for as long as a full year, and then suddenly disappear. Should be available at any health food store. Someone on another group recently mentioned that neem oil helped someone's chronically itchy hands.
