I make sinus pillows to sell at my herb farm and fill them with flax seeds as well as dried cut peppermint, eucalyptus, rosemary and lavender. I'm the biggest consumer of them. You heat them up in the microwave and put them over your eye/sinus area and you can feel your sinuses opening and draining. The heat is a big part of it. I used to use a rolled up towel with hot water but the heat dissipates quickly. The flax seeds hold the heat (better than rice IMO which is often used in these things). And the herbs, especially the eucalyptus, are decongestant as well and just smell great.
