This is on my 'to-do' list to make, since I have a lavender farm and gift shop. So far I've consigned neck wraps other people have made. Don't know what proportions to recommend, but this item is quite popular with just those two ingredients. The essential oil in the lavender bud is released when you press on the neck wrap, and the essential oil in the lavender that releases the fragrance will last a long, long time. Lavender EO relaxes your nerves, too. No need to add essential oil to the wrap. Seems to work just fine with simply the lavender buds inside. Even Lavender flowers fade in fragrance. I found the best way to do it was to add a couple of drops on top of the 'bag " before heating. They don't stain and the life of the bag, which will out last anything fragrance can continute to smell good for a very long time with one bottle of oil. As regards to flax seeds. One needs to be careful with them. I had one sent to me and made a few, that went " off " the oil in the seeds went rancid and the " bags " smelled AWFU:L. In my personal opinion there are much better " stuffing ingredients " out there.
