The Truth About Cats on All Hallows' Eve - and Every Other Eve Halloween is a dangerous day for cats, but then, so is every other day of the year. Animal shelters urge folks to keep their cats indoors on Halloween and some even refuse to adopt out black cats in the days preceding it, for fear that cruel people will acquire them with the intent to do them harm. But many animal advocates go a step further and urge people NEVER to let their cats outside unattended. Extend the HPV Moratorium: Your Calls and Letters Needed In late 1999, after a six-month grassroots campaign by PETA, the White House and the Environmental Protection Agency (EPA) reached an agreement that meant that historic, albeit minimal, animal protection concerns would become part of the U.S. government's massive " high production volume " (HPV) chemical-testing program. The EPA has failed to do what it promised, and now the moratorium is ending! Please get everyone you know who cares about animals to write or call EPA Administrator Christine T.
