Bring to a boil again; reduce heat and cook, stirring occasionally, until all the water is absorbed. Stir in milk. Simmer 20 minutes, stirring occasionally. Add sugar and salt; continue cooking 20 more minutes or until mixture is creamy. Stir in vanilla.
