Preheat oven to 400F. Lightly oil 12 muffin cups or spray with a nonstick cooking spray. In a large bowl, combine both types of flour, baking powder, baking soda, and cinnamon. Mix well. In another bowl, combine remaining muffin ingredients, except pineapple. Beat with a fork or wire whisk until blended. Stir in pineapple. Add to dry mixture, mixing until all ingredients are moistened. Divide mixture evenly into prepared muffin cups. To make the topping combine sugar and cinnamon. Sprinkle evenly over muffins. Bake 18 to 20 minutes, until muffins are golden and a toothpick inserted in the center of a muffin comes out clean. Remove muffins to a wire rack. Serve warm for best flavor.
