" When you strip away all the diplomatic chaff encrusted on the Powell

mission, it is clear that Yasir Arafat is simply trying to get past

his latest difficult situation and emerge with his goal of the

liquidation of the Jewish State moved further along. His insistence

that Israel reverse Operation Defensive Wall and agree to a political

framework as preconditions for a cease-fire follows the pattern he has

established for the past nine years since the onset of Oslo: promise

anything in return for Israeli promises, refuse to comply after Israel

meets its commitments, foment a crisis, recycle unfulfilled promises,

and repeat the process. It is not for nothing that after all this

time, one cannot point to anything that the Palestinians have done in

compliance with the Oslo Accords despite Israel's vast stretches of

the West Bank. And now Arafat seeks to secure the withdrawal of the

IDF prior to the completion its mission of dismantling the terror

infrastructure in order to extricate himself and to preserve the

terror option for future use.

Moreover, though the fact has drawn little notice, despite all the

earnest pronouncements that terror will not be rewarded, *** There is

no way to avoid the conclusion that Arafat continues to make things

happen through violence, because he most certainly has.

There is no way that Yasir Arafat will actually stop the violence -

even for the short run - unless he faces an unyielding, brick wall. If

he is allowed to weasel out of Operation Defensive Wall, there really

will be no end to all of this for a very long time. "

Their mattress was crimson with their blood. Across from the bed, two

yellow birds sat silently in their cages, near a medallion of Lenin.

" The Hebron Massacre of 1929

For some time, the 800 Jews in Hebron lived in peace with their tens

of thousands of Arab neighbors. But on the night of August 23, 1929,

the tension simmering within this cauldron of nationalities bubbled

over, and for 3 days, Hebron turned into a city of terror and murder.

By the time the massacres ended, 67 Jews lay dead and the survivors

were relocated to Jerusalem, leaving Hebron barren of Jews for the

first time in hundreds of years. The summer of 1929 was one of unrest

in Palestine. Jewish-Arab tensions were spurred on by the agitation of

the mufti in Jerusalem. Just one day prior to the start of the Hebron

massacre, three Jews and three Arabs were killed in Jerusalem when

fighting broke out after a Muslim prayer service on the Temple Mount.

Arabs spread false rumors throughout their communities, saying that

Jews were carrying out " wholesale killings of Arabs. " Meanwhile,

Jewish immigrants were arriving in increasing numbers. Hebron had,

until this time, been outwardly peaceful, although tension hid below

the surface. The Sephardi Jewish community in Hebron had lived quietly

with its Arab neighbors for centuries. The Sephardi Jews (Jews who

were originally from Spain, North Africa and Arab countries) spoke

Arabic and had a cultural connection to their Arab neighbors. In the

mid-1800s, Ashkenazi (native European) Jews started moving to Hebron

and, in 1925, the Slobodka Yeshiva, officially the Yeshiva of Hevron,

Knesset Yisrael-Slobodka, was opened. Yeshiva students lived

separately from the Sephardi community, and from the Arab population.

Due to this isolation, the Arabs viewed them with suspicion and

hatred, and identified them as Zionist immigrants. Despite the general

suspicion, however, one yeshiva student, Dov Cohen, still recalled

being on " very good " terms with the Arab neighbors. He remembered

yeshiva boys taking long walks late at night on the outskirts of the

city, and not feeling afraid, even though only one British policeman

guarded the entire city.

On Friday, August 23, 1929, that tranquility was lost. Arab youths

started throwing rocks at the yeshiva students. That afternoon, one

student, Shmuel Rosenholtz, went to the yeshiva alone. Arab rioters

later broke in and killed him, and that was only the beginning.

Friday night, Rabbi Ya'acov Slonim's son invited any fearful Jews to

stay in his house. The rabbi was highly regarded in the community, and

he had a gun. Many Jews took him up on this offer, and many Jews were

eventually murdered there.

As early as 8:00 a.m. on Saturday, the Jewish Sabbath, Arabs began to

gather en masse. They came in mobs, armed with clubs, knives and axes.

While the women and children threw stones, the men ransacked Jewish

houses and destroyed Jewish property. With only a single police

officer in Hebron, the Arabs entered Jewish courtyards with no

opposition. Rabbi Slonim, who had tried to shelter the Jewish

population, was approached by the rioters and offered a deal. If all

the Ashkenazi yeshiva students were given over to the Arabs, the

rioters would spare the lives of the Sephardi community. Rabbi Slonim

refused to turn over the students and was killed on the spot. In the

end, 12 Sephardi Jews and 55 Ashkenazi Jews were murdered. *** The

police station turned into a shelter for the Jews that morning of

August 24. It also became a synagogue as the Orthodox Jews gathered

there and said their morning prayers. As they finished praying, they

began to hear noises outside the building. Thousands of Arabs

descended from Har Hebron, shouting " Kill the Jews! " in Arabic. They

even tried to break down the doors of the station.

The Jews were besieged in Beit Romano for three days. Each night, ten

men were allowed to leave to attend a funeral in Hebron's ancient

Jewish cemetery for the murdered Jews of the day. When the massacre

finally ended, the surviving Jews were forced to leave their home city

and resettled in Jerusalem. Some Jewish families tried to move back to

Hebron, but were removed by the British authorities in 1936 at the

start of the Arab revolt. In 1948, the War of Independence granted

Israel statehood, but further cut the Jews off from Hebron, a city

that was captured by King Abdullah's Arab Legion and ultimately

annexed to Jordan. When Jews finally gained control of the city in

1967, a small number of massacre survivors again tried to reclaim

their old houses. Then defense minister Moshe Dayan supposedly told

the survivors that if they returned, they would be arrested, and that

they should be patient while the government worked out a solution to

get their houses back. Years later, settlers moved to parts of Hebron

without the permission of the government, but for those massacre

survivors still seeking their original homes, that solution never

came.

The Palestinian Authority is holding 32 Israeli Arabs in custody for

cooperating with Israel, according to a Justice Ministry report.The PA

has rejected ministry requests to free them.

The Israeli citizens were arrested after entering Palestinian

territory for business or to visit family members and friends. They

are

currently being interrogated in various detention centers in the

territories, the report says and in some cases have been tortured. The

Justice Ministry learned of the detainees after their families applied

to the ministry for aid. All Israeli appeals to the PA asking for the

release of Israeli citizens under arrest in the Palestinian

territories, have been rejected. Some of the detainees have been held

since April last year.Attorney General Elyakim Rubinstein, who has

submitted several appeals for the release of the detainees, said

yesterday the arrest of the citizens is contrary to the agreements

signed between Israel and the PA in Oslo, as well as basic human

A man suspected of collaborating with Israel was shot

Monday afternoon a short distance from where I stood in the Jenin

refugee camp.

As aid workers sifted the rubble for bodies in the

devastated center, I heard multiple shots coming from an

alley.

I, along with my Palestinian guides, ran up the alley

toward the sound of the gunfire. An aid worker fled down

the alley, shaking a stick at men surrounding the victim.

Camp residents spotted me running towards the shots with

my camera, and tried to pull me away screaming out, " No

pictures! No pictures! " Struggling free of the crowd, I

continued up the alley.

There I saw the victim of the shots. He was in his

mid-20s being carried head first down by half a dozen

men surrounded by a screaming throng. As the wounded

man and the crowd passed within meters of me, I began

to take pictures, all the while being pulled and yelled at by

a crowd demanding I stop.

As the victim himself passed me, he was conscious but

mute. Like a hunted animal, he looked toward me with a

wide-eyed stare and reached his arms toward me.

After he was carried away, a tall gunman dangling a black

revolver in his hand slowly approached me. As I raised

my camera to photograph him, several men grabbed my

arms and yelled in broken English that he would shoot me.

To my right, an old woman stood in the doorway of a

house. I ran up to her and she stood aside. I fled into the

house and ran into a room that overlooked the alley and waited until I

saw the gunman depart. I later saw him being driven away in a waiting

car.

At the outset, my Palestinian guides claimed the man had

been shot in a private dispute. Later, they claimed the IDF

had shot him. When I objected, saying there weren't any

troops in the camp, my driver said he would only tell me

the truth about what had happened after we left the camp.

But, an hour later, still inside the camp, he relented and

told me the wounded man I had photographed was shot

because he was suspected of having collaborated with

Israel. In his words, " He help the jaish [army]. That's

what the men said. He help the jaish. "

I asked him why he had lied to me, and he said, " It looks

very bad for my people. " ***

One camp resident wanted

me to stage a photograph. He pulled me into a home on

the perimeter of the destruction. The front of the house

was peeled away like a thin veneer. The floor was

buckled, and the few pictures that remained on the walls

were tilted at a distressing angle. But then the man lay

face down on a mattress, splayed out his arms, and closed

his eyes. When I didn't take his picture he looked up at me

and said, " You take picture now. " I declined.

I arrived in Jenin on the second day of a break from

journalism school in New York. I went to journalism

school to become a firsthand witness to history. I can now

leave having done so. "

" Accused Informers Shot in Ramallah

RAMALLAH, West Bank (AP) - One day after Israel ended

a three-week occupation of

much of Ramallah, radical Palestinians re-established their

supremacy: shooting three alleged

informers in the middle of town in broad daylight as an approving

crowd looked on.

At least three masked men pulled the alleged Palestinian informers

for Israel from a car in the downtown Clock Square on Monday.

Cars stopped and blared their horns in apparent encouragement as

the gunmen pumped round after round from automatic rifles at the

three men on the ground.

Dozens of people watched as the wounded men writhed on the

ground in pain, and some tried to block approaching ambulances.

The three were eventually taken to hospital, where one died.

Witnesses said the militiamen accused the men of helping Israel

locate Marwan Barghouti, a popular local leader in Yasser Arafat

(news - web sites)'s Fatah (news - web sites) organization whom

Israeli forces seized last week in a Ramallah hide-out. A military

judge on Monday ordered Barghouti, who is accused of

masterminding attacks on Israelis, held for 25 days.

The escalation of violence in the last few months of the 1 years

of fighting has seen an

increase in the slayings of Palestinians suspected of helping

Israel in its military operations. In

a single day, 10 collaborators were killed on April 1.

Israeli troops entered most Palestinian cities

more than three weeks ago to

rout Palestinian militants that have killed scores of Israeli

civilians.

Soldiers left most of

Ramallah on Sunday, but remain around Arafat's headquarters.

As bystanders watched Monday's shooting, one of the wounded men,

his arm shot up and

shirt covered in blood, recited a Quranic verse said by those near

death. As the masked men fled the scene, they shouted they were from

the Al Aqsa Martyrs Brigade, a militia linked to Arafat's Fatah

movement.

A foreign television crew filmed the shooting from the back

of the crowd, capturing the

gunmen backing away, continuing to fire at their targets,

and then fleeing.

Ibrahim Abdo, 26, of Jifna village near Ramallah, died

in a Ramallah hospital after being left to

bleed in the streets. Ambulances also were kept back from

two others who were less

seriously wounded and whom hospital officials identified as Maysarah

Nijem, 33,

and Talat

Qadada, 26, both of the Gaza Strip (news - web sites).

During the first anti-Israeli uprising in the Palestinian

territories in 1987-93, some 800

Palestinians accused of collaboration were killed. "

Palestinian gunmen in a jeep dragged

the bullet-riddled body of an alleged

collaborator with Israel to

Bethlehem's Manger Square on Thursday

at the end of a rope.

Witnesses said Palestinian police

intervened to

prevent the masked gunmen hanging the

corpse from a building overlooking the

Church

of the Nativity-believed to be the spot

where

Jesus was born.

A big crowd looked on in the square, for

centuries a magnet for Christian pilgrims from

around the world. Witnesses said two passing

nuns turned their heads to avoid the bloody

sight.

Local residents said the dead man was one of

two alleged collaborators shot overnight by

members of al-Aqsa Martyrs Brigades, a

group affiliated to Palestinian President Yasser Arafat (news - web

sites)'s

Fatah (news - web sites) organization.

The two bodies were later taken to a hospital

morgue at nearby Beit Jala.

Mohamed Deifallah and Ahmed Sabateen

were arrested months ago on suspicion of

giving the Israelis information leading to the

assassination of two well-known local leaders of al-Aqsa Brigades.

Palestinian security sources said the pair had escaped from prison in

Bethlehem

last week during an Israeli bombardment of the Palestinian-ruled town.

One of them had been sentenced to death for collaborating, the other

was

accused-but not yet convicted-of delivering the booby-trapped car

which killed

militia commander Atef al-Bayyat last October. Palestinians in

Bethlehem,

which lies just south of Jerusalem, have killed seven alleged

collaborators

since an uprising against Israeli occupation began in September 2000. "

JERUSALEM - The bodies of three Palestinians accused of collaborating

with

Israel were found Monday in the West Bank, Palestinian security

sources said.

Two were killed after they had been jailed for more than a year.

The last month has seen a dramatic increase in the number of

Palestinians

killed for being suspected collaborators. Ten suspected collaborators

were

killed in March, compared with about 24 since the fighting with Israel

began 18

months ago.

In the West Bank town of Qalqilya on Monday, the bodies of Iyad Abu

Ishab, 20,

and Walid Radwan, 22, were found riddled with bullets in a side

street.

Palestinian security sources said the two men, who had been arrested

and

charged for collaborating more than a year ago, were killed by their

prison

guards. It was not immediately known whether their bodies were dumped

in the

street after they were killed in jail. The body of the third suspected

collaborator, Mahmood Rahamie, 21, was found in Bethlehem near Manger

Square,

the traditional birthplace of Jesus. In a statement to Palestinian

security,

the Al Aqsa Martyrs Brigade said Rahamie had been killed after he was

caught

sending information to the Israelis through the Internet and e-mail.

About two weeks ago, attempts to hang the body of a Palestinian man

accused of

collaborating with the Israelis from a rooftop overlooking the square

in

Bethlehem were stopped by police.

The incident followed the first public display of the corpse of an

accused

collaborator, whose body was strung up from a monument in the center

of the

major West Bank city of Ramallah a few days earlier.

" Moderate " Incitement

It is extraordinary that the shocking story that the so-called

" moderate " Arab state of Saudi Arabia held a telethon to raise money

for the families of suicide bombers has not resonated in the media.

The fund-raising effort - literally providing financial rewards - took

place last week and has already ceased to be mentioned anywhere. The

silence of the world press is proof positive that the Palestinian

tactic of shedding Jewish blood rather than negotiation as a means of

making political points resonates broadly. The age of killing Jewish

women and children as an acceptable form of resistance has been

accepted and is once again upon us. Nor is the Saudi complicity in

murder limited in its ramifications to the Palestinian war against

Israel. Doubtless, the Saudis are seeking, in part, to buy insurance

against radical challenges to their own government. Does anyone really

believe that they are also up to the same thing with financial

subsidies - albeit more covertly - with respect to Al Qaeda? It seems

to us that any country seriously interested in combatting terror would

use its good offices and certainly its financial resources in ways

that would tend to encourage the lessening of resort to violence.

The monstrous charge that Israel engaged in war crimes in the course

of Operation Defensive Wall is picking up steam. Not only is the usual

United Nations/Third World crowd buying into the Arab canard that

Israel wantonly killed large numbers of Palestinian civilians, but

even European nations are signing on as well. It was not too long ago

that even European leaders sympathetic to the Palestinians would not

have gone that far. When terrorists hide behind and operate in the

midst of a civilian population, it hardly seems rational to point to

civilian deaths as the result of a criminal enterprise. This is all

the more so when civilians - even adolescents - strap explosives to

their bodies and become integral to the terror machine.

But even more compellingly, Israel has sustained the deaths of dozens

of 18- and 19-year-olds in the IDF because it has avoided the use of

heavy weaponry in the pursuit of Palestinian gunmen, precisely in

order to minimize casualties among the Palestinian civilian

population. Surely anyone can see that carpet bombing and long-range

artillery barrages could have eliminated Palestinian terrorists

without exposing its own young men and women to the dangers inherent

in street-to-street and house-to-house operations.

" Security source: We expect Barghouti to break soon

" Marwan Barghouti is losing his self-confidence, and we

expect he will break soon, " a senior security source said

earlier this week.

The source added there are Palestinians in detention who

say Barghouti had advance knowledge of and helped

finance terrorist attacks***

The security source said Barghouti has already started to

give up information, and it may be a matter of several

days before he tells investigators all about his activities.

Barghouti, 43, from Ramallah, was arrested on April 15.

He was head of the Fatah Tanzim in the West Bank and

commander of the Aksa Martyrs' Brigade. Barghouti is

believed responsible for numerous terrorist attacks,

including suicide attacks in which dozens of civilians

were killed and hundreds were wounded. Security

forces have precise information that Barghouti directly

financed the violent activities of his deputy, Nasser

Awiss, in Samaria.

Among the terrorist attacks carried out under his

instructions were the January 17 shooting attack in the

banquet hall in Hadera in which six Israelis were killed

and 26 wounded; the January 22 shooting attack on

Jerusalem's Jaffa Road in which two were killed and 37

wounded; the January 25 shooting attack in Jerusalem's

Neveh Ya'acov neighborhood in which a policewoman

was killed and nine were wounded; the January 27 killing

of Gad Rajwan in Jerusalem's Atarot industrial area; and

the March 5 attack on the Sea Food Restaurant in Tel

Aviv in which three were killed and 31 wounded "
