Thank you for posting this. Does he have adequate shelter from the weather?

I do not know the law on this matter and am so sad to hear that leaving a

puppy constantly tied up in squalor is legal.

Is there nothing any of us can do if these people can not be persuaded

to surrender the puppy and an alternative home can not be found?
