Prosecutions have failed because of loopholes in the current anti-cruelty statutes. Legislation that will help address this issue—Senate Bill 1100 and its companion, House Bill 2328—has been introduced in the Texas Legislature. If it becomes law, the legislation would redefine " animal " to include and protect wild and homeless animals, whose abusers, in the past, have been exempt from arrest and prosecution. Animals would be required to be provided with water at all times in addition to the food and shelter that are already required. Tell your representative that you stand behind H.B. 2328. Urge your senator to lend his or her support to S.B. 1100. Please forward this message to others who might be willing to lend their voices to this important issue. As soon as I found them, I joined the Texas Humane Legislation Network. I've seen more horror in two years here than in all of my life prior. I'm moving back to Maryland within the next month because of it.
