HB 916 will increase the penalty for dog fighting from a Class A misdemeanor to a state jail felony. It would also increase the punishment for attendance at a dog fighting exhibition from a Class C misdemeanor to a Class A misdemeanor.

HB 916 was unanimously approved by the House Criminal Jurisprudence Committee and is now in the Calendars Committee waiting to to sent to the House Floor for a final vote.

 

We need calls, faxes and emails to members of the Calendars Committee explaing to them the importance of this bill and asking that they schedule it for a House vote as soon as possible.

 

 

 

WHY HB 916 IS NEEDED:

 

Dog fighting has been illegal in Texas for many years. Despite that fact, these illegal dog fighting exhibitions are on the rise. Why? Because apprehension and punishment of the perpetrators is extremely difficult under our existing statutes and the penalties when prosecution is successful are too light to be a deterrent.

 

Dog fighting is not only a cruel and barbaric activity in and of itself, but it is almost always accompanied by other illegal activities such as gambling, money laundering, drugs, firearms, alcohol and gang fights.

 

Tragically, young children are most always present and witness the violence of dog fighting.

 

Many family pets are stolen as "training bait" for fighting dogs. The pets are stolen, muzzled and tied to a tree or stake and fighting dogs are then turned loose to maul them.

 

Dogs trained to fight are a danger to humans - in particular children. Every year thousands of people are attacked and killed or seriously injured by dogs and the most vicious and serious attacks are by dogs trained to fight.

 

Acknowledging the cruelty and other dangerous and illegal activities associated with dog fighting, federal law prohibits the transportation of a dog across state lines for the purpose of dog fighting.
