Dear Margaret,

 

 

 

 

 

 

HB 3930 will make the seizure of cruelly treated animals by law enforcement officers much, much harder.

 

Under current law, when law enforcement officers seize cruelly treated animals, the trial to determine whether or not the owner will be divested of ownership is held within ten days in a Justice of the Peace Court and the judgment is final.

 

HB 3930 would change that and allow the owner to appeal the Justice Court's decision and get an entirely new trial. Thus, if HB 3930 passes, city and county attorneys will have to try these cruelty cases twice, and the delay will cause additional expenses to the cities and counties to keep the animals during the appeal and will also cause the animals to suffer longer and not be available for adoption until the second trial takes place.

 

To defeat this very bad bill, we must immediately, call, fax or e-mail every member of the House Calendars Committee and explain to them the severe consequences of this bill and ask them to oppose HB 3930.
