HB 2328- THLN’s Animal Cruelty Bill - passed the Senate yesterday with minimal debate and one insignificant amendment. We have been told we may not even have to go to Conference committee with the bill because Representative Woolly may simply "concur" with the changes and move the bill to the Governor! Keep your fingers crossed! The only bad thing is that horses were left in the livestock definition. But THLN will never forget the horses. We will be coming back for them. Remember, it took three sessions to get the Dangerous Wild Animal Act passed. HB 3930 - Appeals/Seizure bill - was NOT heard in committee and in fact died in committee due to time limits. However, we have learned that our old friend, Gib Lewis, is behind this bill and we will be watching closely for the language of this bill to show up in an amendment to another bill. SB 911- the Horse Slaughter "vehicle" bill - was also killed in Calendars. We continue to watch other bills for a possible pro-slaughter amendment. The Dog Fighting bill and the Anti-Tethering bill both went to the Local and Uncontested Calendar, which means there should be no debate and simple passage in the Senate. All in all, yesterday was an incredibly good day for the animals in Texas….and nationwide with the U.S. Supreme Court upholding the Texas ban on horse slaughter for human consumption and the new law in Illinois that will outlaw horse slaughter. We are very well aware that we can't celebrate quite yet, as anything could happen over the next five days. But start chilling the champagne bottles and get those glasses ready!
