permanent downed animal protection law -- only an interim USDA rule, which is difficult to enforce. * Please cosponsor and advocate passage of the Downed Animal and Food Safety Protection Act which bans slaughter of downer cows, pigs, sheep and all "livestock,” (not just cows). * Require humane euthanasia for all downers. A loophole lets immobilized animals suffer indefinitely until they undergo USDA inspection. * Forbid use of downer animals in "pet" and "livestock" foods. * Mandate training to stop animals from becoming downers in the first place.
