Madigan. This was the case in which the 7th Circuit Court of Appeals upheld Illinois ¢ ban on horse slaughter for human consumption. So the horse slaughter battle is officially over in this country, at least in the courts. Now we need to get Congress to pass the American Horse Slaughter Prevention Act to prevent Texas or any other state from enacting legislation to allow horse slaughter.
