Ineffective animal welfare laws and a lack of law enforcement make Mexico a dangerous place for animals, said officials of Gente por la Defensa Animal (People for the Defense of Animals), a non-profit organization based in Mexico City. To be taken care of at The Elephant Sanctuary in Hohenwald, Tenn., is what Jenny “deserves,” they said. “Mexico is 80 years behind in our welfare laws and standards compared to your country,” said organization President Monica Pineda. Vice President Maricarmen Garcia visited Africam Safari Park last week. She said the space intended for Jenny is a round plot of land from vehicles by a dry moat. Cars, she said, could drive all the way around the area. “She will be subjected to constant traffic, constant noise. Jenny will be exposed all the time,” Ms. Garcia said. “What she needs is to go to a place where she can heal.”
