Ms. Tomlin, who is scheduled to be among the morning speakers, is expected to ask the council to send Jenny to a sanctuary in Tennessee. Dallas officials decided in August that Jenny wasn't going anywhere, after they floated a plan to send her to a zoo in Mexico. After Ms. Tomlin addresses the council, she is expected to show a brief public service announcement favoring moving Jenny to Tennessee. On Thursday, she will meet privately with Mayor Tom Leppert, who has endorsed keeping Jenny here. Normally, speakers before the council are limited to 3 minutes time.
